Woodbrook Shanganagh Wastewater Network Extensions

Uisce Éireann Growth and Development Programme

Uisce Éireann, in partnership with Dún Laoghaire-Rathdown County Council, is upgrading the wastewater network at Woodbrook, Shanganagh to support future growth and development in the area.

The works involve the installation of 2.5km of new sewerage pipes and is part of a project to improve the capacity of the existing wastewater system and operational performance in the area.

The works will take place at Shanganagh Park, Quinn's Road, Corbawn Drive, Corbawn Avenue and Shanganagh Cliffs.

This project is being delivered to support existing and future developments within the community. It will improve the capacity of the existing wastewater network in the area.

The works commenced in August 2023 and are being carried out on behalf of Uisce Éireann by GMC Utilities Ltd. and are expected to be completed in 2024.

Will customers be affected by the works?

A Stop / Go  traffic management system will be in place at Quinn`s Road, Corbawn Drive, Corbawn Avenue and Shanganagh Cliffs. During working hours, there will be traffic marshals in place, and outside these hours traffic lights will be in place.

We understand that this type of work can be inconvenient and works crews will make every effort to minimise any disruption these necessary works cause. Standard working hours are 8am to 6pm, Monday to Friday. Any changes to these working hours will be communicated in advance.

Works to deliver the Woodbrook Shanganagh Wastewater Network Extensions project are progressing well, with over 1km of wastewater rising main pipeline installed since works began in August 2023.

The project is progressing to schedule, with 2.4 km of pipeline installed to date.

Frequently Asked Questions

Some of the work vehicles are too large to travel through this underpass and some of the smaller machinery is not permitted to travel on all public roads. Therefore, using the underpass at Quinn's Road for all traffic movements will not be possible.  However, Uisce Éireann are committed to using the underpass as much as possible. 

Uisce Éireann investigated the landownership in the vicinity of the new rail bridge and are not permitted to access these lands.  Furthermore, on further review of the proposed alternative route, traversing on the east side of the railway would involve the removal of several trees/hedgerows, which could result in an ecological impact to the area.

After further consultation with Irish Rail, Uisce Éireann was advised that the construction of a new Dart station is due to commence later this year.  This means Uisce Éireann will not be permitted to utilise this bridge while a separate ongoing infrastructure project is under construction. Therefore, the bridge is not feasible as an alternative access route for the works. 

The team will endeavour to minimise the number of movements and will use the underpass at Quinns Road as much as possible. Uisce Éireann commits to reinstalling the traffic bollards at the laneway between Corbawn Drive and Quinns Road, at the end of each working day. This will ensure the cul-de-sac arrangement will remain uninterrupted and will prevent traffic movements outside of working hours.

Based on our consultation with the Wastewater Treatment Plant operators, we have the following feedback: An independent consultant (Odour Monitoring Ireland) has been appointed to review the odour control on site.  This review is expected to take 6 months to complete and we look forward to reviewing any recommendations that might be put forward.

Uisce Éireann, in collaboration with Dun Laoghaire County Council Parks Department, are investigating this and a further update will be issued in due course.

For pipe installation, traffic management will be reduced to allow normal traffic flow at the end of each working day, where possible. On street parking, in close proximity to working areas, will be reserved as we progress, this includes reservation of on street parking outside of working hours. No weekend work is expected at this time.

Anticipated timelines for each section of the road are summarised below, and are dependent on ground and weather conditions:

Shanganagh Cliffs Estate: 7 weeks

Corbawn Ave: 5 Weeks            

Corbawn Lane: 1 Week

Corbawn Drive: 10 Weeks

Corbawn Drive/Quinns Road Footpath:1 Week

Quinns Road: 6 Weeks

Shankill Allotments: 2 Weeks

Shanganagh Park including CPO Land: 18 Weeks    

There will be general construction noise associated with these works, carried out during the day, and in keeping with licensing conditions.

Some dust may be created during excavation activities. If necessary, we will use a water bowser for dust suppression.

All works perimeters will be barricaded off to ensure the area is safely secured, and personnel will be always on-site during the construction works to ensure the area is safe.

Site compounds will be secured with temporary fencing to segregate from the public When not in use site compounds will be locked preventing unauthorised access. Open excavations will be backfilled or covered over, using secured steel plates at the end of each shift to ensure safety out of normal working hours. Traffic management will be reduced where permittable.

We will need to restrict vehicular access while works are passing the Allotments to ensure there is a safe flow of traffic around the works area. While works are ongoing in this area, it is recommended to use the alternative access to the allotments from the railway bridge east of the tennis club. Alternative pedestrian access will be always provided.

We will liaise with the public bus service providers so that they are aware of the works and will work closely with the service to minimise delays.

To facilitate pipeline installation, tree felling will be required within Shanganagh Park and at the Quinn's Road entrance to the allotments. These works will not take place during bird nesting season in accordance with Section 40 of the Wildlife Act 1976 as amended by the Wildlife (Amendment) Act 2000 and the Heritage Act 2018.  In consultation with Dún Laoghaire - Rathdown County Council, new trees will be planted to ensure net zero loss. It may be required to close footpaths in the interest of public safety. Pedestrian diversions / alternative walkways will be made available.

The emergency services will be notified of the traffic management system, with maps provided allowing them to manage their response should an emergency arise. The works crew on the ground will proactively facilitate and assist.

Refuse collections will continue as normal. We will contact the refuse collection companies to make them aware of the traffic management arrangements in place.

Vent stacks will be installed at 3 locations along the pipeline route, as per the images below overleaf (locations marked in red). These vents stack locations are based on a hydraulic design and they utilise passive odour units, which is a new technology used to alleviate odour. Due to the hydraulics of the pipe, vent stack locations are strategically located at high points to ensure their effective operation.
