10-Year Water Supply Capacity Register

The indication of available capacity on this register is calculated using a  standardised methodology.  

The capacity available within a WRZ changes regularly based upon the demands received from new and existing customers. This register is only an indication of available capacity at the date of issue and is subject to change.

This register cannot be taken as confirmation that capacity is available for a particular development. In all instances if you are considering progressing a development you should contact our Connection and Developer Services team who  will provide an up-to-date view and greater level of detail in relation to the availability of capacity.

This register provides commentary on the ability of Water Resource Zone to supply water to support planned growth; it does not consider the capacity of the distribution network. In cases where a new development is planned, we may need to make upgrades to the water distribution network to ensure an adequate Level of Service is provided to new and existing customers. We assess whether the water network can support a new development during the connections process.

At all times an executed Connection Agreement with Uisce Éireann is required to ensure a connection can be made and capacity is available for your development. All new Connections are subject to UÉ’s Connections Charging Policy and at all times the issue of a connection offer is a matter for the discretion of UÉ.

Indication of available capacity to support 2033 population targets

• Capacity Available = Capacity Available to meet 2033 population targets.

• Capacity Available - LoS improvement required = Capacity Available to meet 2033 population targets - Level of service (LoS) improvement required. Leakage reduction and/or capital investment will be required to maintain/improve levels of service as demand increases. These proposals will be developed & prioritised through the National Water Resources Plan and investment planning process.

• Potential Capacity Available - LoS improvement required = Potential Capacity Available to meet 2033 population targets - Level of service (LoS) improvement required. Capacity constraints exist and additional analysis of Pre-connection Enquiries and Connection Applications will be undertaken as required by UÉ on an individual basis considering their specific load requirements. Improvement proposals will include but are not limited to leakage reduction and/or capital investment. These proposals will be required to maintain/improve levels of service as demand increases. These proposals will be developed & prioritised through the National Water Resources Plan and investment planning process. 

• Capital Investment Required = Capacity Not Available - capital investment required to increase capacity. These proposals will be developed & prioritised through the National Water Resources Plan and investment planning process.

Level of Service (LoS)

Level of Service (LoS) refers to the reliability of the supply that our customers can expect to receive and is expressed as a frequency or return period of supply failure. For example, if the LoS is stated as 1 in 50, as a consumer, you would only ever expect to experience a water outage or severe limitations to your supply, on average, once every 50 years.

Water Resource Zone (WRZ)

A WRZ is an independent water supply system serving a region, city, town or village and is governed by topography or the extent of the water distribution network in an area. A WRZ may include multiple Water Treatment Plants and/ or sources. Where settlements are served by multiple WRZs, the WRZ serving the largest area of the settlement is generally shown above.

General

    • The information in this register is based on a high level standardised national review of the available information known to UÉ at the date of its issue and is subject to change, indicative only, non-binding, and should not be relied upon.The information in this table is based on available information at the date of issue and is subject to change. On the rare occasion there is a material change to the indication of available capacity during the course of the year, this will generally be updated in the web version of the register and the relevant Local Authority will be notified. The change will be reflected in the next annual iteration of the detailed register.
       
    • A Pre-Connection Enquiry may be submitted to UÉ to determine the feasibility (at that point in time) of connecting any particular site to a UÉ Drinking Water Treatment Plant, feasibility should not be inferred from this register. Note that a positive response to a Pre-Connection enquiry relating to available capacity at a point in time does not guarantee that a connection can be made in future – an executed Connection Agreement with UÉ is required to ensure a connection can be facilitated. All new Connections are subject to UÉ's Connections Charging Policy and at  all times the issue of a connection offer is a matter for the discretion of UÉ. Please note that connection agreements entered into, or changes in non-domestic demand, may result in the spare capacity available being reduced below the figure indicated.
       
    • Should there be a material change to the indication of available capacity during the course of the year, this will generally be updated in the web version of the register and the relevant Local Authority will be notified. The change will be reflected in the next annual iteration of the detailed register.
       
    • This register provides commentary on the ability of Water Resource Zone to supply water to support the planned growth, it does not consider the capacity of the distribution network. Water network capacity will be subject to separate review and consideration upon a pre-connection enquiry or connection application being made to UÉ.
       
    • Target settlement populations for this register have been informed by local, regional and national planning policy.  As the City and County Development Plans are updated, Uisce Éireann will incorporate and take account of the growth rates set out in these Plans into our demand projections.
       
    • The Water Environment (Abstractions and Associated Impoundments) Act, 2022 and associated regulations will require (when commenced) Uisce Éireann to apply for abstraction licences for its existing and proposed abstractions.  This may result in reductions to existing abstractions and as a result capacity available within the 10 year horizon of this register; however, this will be dependent on the site-specific information and EPA adjudication
       
    •  Where upgrades or capital investment is required there is no guarantee on timeline for delivery.  In addition, all projects – even those approved under the Capital Investment Plan – are subject to potential delays, to include, for example, statutory consents.
